A multi-state blank design resource reflecting regional water and wastewater billing differences across American Water’s 14-state service footprint.

Important disclaimer: This is a blank design template created only for UI/UX mockups, QA testing of document-upload interfaces, software demonstrations and educational projects. It is not an issued American Water bill, proof of service, proof of address or an identity-verification document. Do not submit it to any organization as evidence of residence, account ownership or payment history.

About This Template

American Water is the largest regulated water and wastewater utility company in the United States. In 2026, the company states that it serves approximately 14 million people through regulated operations in 14 states and on 18 military installations. Its regulated utilities operate in approximately 1,700 communities.

American Water’s current regulated services focus on drinking water and wastewater rather than electricity or natural gas. Because the company operates through state subsidiaries and individual service areas, there is no single bill layout that perfectly represents every customer.

This template therefore uses a flexible corporate framework while leaving room for state-specific headings, regulatory notices, service types, rate descriptions and locally authorized charges.

6. How American Water Bills Differ by State

American Water uses shared corporate branding, but each state subsidiary operates under its own regulatory framework. Even within one state, tariffs and charge descriptions may differ by service area.

California American Water

California American Water is regulated by the California Public Utilities Commission. California tariffs are organized around divisions, districts and service areas, with numerous state-authorized balancing and memorandum accounts covering matters such as customer-assistance programs, purchased-water costs, purchased-power costs, conservation requirements and other regulated expenses.

A California template should therefore provide additional space for:

  • District or service-area identification
  • Water service and usage charges
  • State-authorized adjustments or credits
  • Customer-assistance program information
  • Regulatory and conservation notices
  • Locally applicable franchise or agency fees

The exact labels should remain editable because not every California service area uses the same charge structure.

New Jersey American Water

New Jersey American Water is regulated by the New Jersey Board of Public Utilities. Depending on the service territory and whether the account receives water, wastewater or both, bills may include state-authorized items such as:

  • Lead Service Line Replacement Charge
  • Distribution System Improvement Charge
  • Wastewater System Improvement Charge
  • Resiliency and Environmental System Investment Charge
  • Purchased Water Adjustment Clause
  • Purchased Wastewater Treatment Clause

New Jersey American Water explains that these mechanisms recover different categories of infrastructure, purchased-water and wastewater-treatment costs. Some wastewater-related adjustments apply only in designated service areas.

A New Jersey version should therefore allow separate summaries for water service, wastewater service, infrastructure-related charges and purchased-service adjustments.

Georgia and Tennessee American Water

American Water includes Georgia in its main state selector, but the official Georgia route redirects visitors to Tennessee American Water. American Water also states that Tennessee American Water provides water service to part of northern Georgia.

For template design purposes, Georgia should not automatically be treated as a completely separate state-subsidiary layout. A northern Georgia version may use the Tennessee American Water service framework while displaying the correct Georgia service address and any locally applicable notices.

This is an important example of why multi-state coverage cannot be represented accurately by changing only the state name.

Why These Differences Matter

A multi-state American Water template should use modular sections rather than one fixed list of charges. The following elements may vary:

  • Regulatory authority
  • Water-only versus combined water-and-wastewater service
  • Infrastructure surcharges
  • Purchased-water or treatment adjustments
  • Customer-assistance programs
  • Usage and rate units
  • Local taxes and municipal fees
  • Service-area notices
  • Customer-service information

7. What This Template Is For

This blank American Water bill design can be used for:

  1. UI/UX mockups
Create billing dashboards, account portals, payment screens and customer-service interfaces.
  2. Document-upload QA testing
Test PDF previews, file-size limits, page rotation, thumbnail generation, text wrapping and upload validation.
  3. Educational demonstrations
Explain how regulated water and wastewater bills organize account information, usage and service charges.
  4. Multi-state application design
Designers building apps that serve customers across multiple states need bill layouts that reflect regional billing differences.

All names, addresses, account numbers, meter readings and monetary values used in a project should be clearly invented placeholder data.

8. If You Need a Real American Water Bill

The process for obtaining an issued bill may differ slightly by state and service area.

Visit the official American Water website, select your state and sign in to MyWater. Through MyWater, customers can manage account information, check balances, review water usage and set up paperless billing.

Customers who cannot access their account should use the customer-service information provided on the relevant state American Water website.

9. Why You Shouldn’t Buy a Completed Utility Bill Online

Purchasing a completed utility-bill file and presenting it as proof of identity, residence, utility service or account history is fraud. It misrepresents who issued the document and what the underlying customer records show.

Design templates should be used only with clearly fictional placeholder information in lawful design, software-testing or teaching environments. Any official account statement must be obtained directly from the utility that provides the service.

10. American Water Bill Structure — Common Elements

For a flexible multi-state template, retain the following common account sections:

  • American Water logo
  • State subsidiary or service-area name
  • Customer account number
  • Service address
  • Billing date
  • Payment due date
  • Previous account balance
  • Payments received
  • Current service charges
  • Total amount due
  • Meter number
  • Previous and current meter readings
  • Billing-period water usage
  • Usage comparison or history
  • Water service summary
  • Wastewater service summary, where applicable
  • Regulatory adjustments or credits
  • Taxes and locally applicable fees
  • Payment instructions
  • Customer-service contact information
  • Emergency contact details
  • Account messages and regulatory notices

The account-number grouping, service descriptions, rate units, regulatory labels and specific charges may vary by state, district and service area, as explained above.

12. Frequently Asked Questions

Can I use this as a real American Water bill?

No. This is a blank design resource that was not issued from an American Water customer account. It cannot establish utility service, residence, identity, account ownership or payment history.

Why can’t I fill it in and use it?

You may add invented placeholder content for a lawful mockup, classroom exercise or software test. Filling it with personal details and presenting it as an official account record would misrepresent its source and may constitute fraud.

How do I get a real American Water bill?

Visit the American Water official website, select the state where your service is located and sign in to MyWater. Eligible customers can manage paperless billing, review balances and access available account documents.

For account-access problems, contact the appropriate American Water state subsidiary directly.

Does an American Water bill look the same in every state?

No. Corporate branding and the main account summary may be similar, but regulators, tariffs, service types, assistance programs, infrastructure charges and local fees differ.

California bills may require district-specific regulatory adjustments, while New Jersey bills can contain several named infrastructure and environmental cost-recovery mechanisms. Northern Georgia service is handled through Tennessee American Water rather than a separate Georgia subsidiary layout.

See the “How American Water Bills Differ by State” section above for details.

Does American Water provide electricity or natural gas?

American Water currently describes its regulated operations as drinking-water and wastewater services. The template should therefore use water, wastewater or combined water-and-wastewater sections instead of electricity or natural-gas usage fields.
