In 2026, the company states that it serves approximately 14 million people through regulated operations in 14 states and on 18 military installations. American Water’s current regulated services focus on drinking water and wastewater rather than electricity or natural gas. Because the company operates through state subsidiaries and individual service areas, there is no single bill layout that perfectly represents every customer.
This template therefore uses a flexible corporate framework while leaving room for state-specific headings, regulatory notices, service types, rate descriptions and locally authorized charges.
6. How American Water Bills Differ by State
American Water uses shared corporate branding, but each state subsidiary operates under its own regulatory framework. Even within one state, tariffs and charge descriptions may differ by service area.
California American Water
California American Water is regulated by the California Public Utilities Commission. California tariffs are organized around divisions, districts and service areas, with numerous state-authorized balancing and memorandum accounts covering matters such as customer-assistance programs, purchased-water costs, purchased-power costs, conservation requirements and other regulated expenses.
A California template should therefore provide additional space for:
- District or service-area identification
- Water service and usage charges
- State-authorized adjustments or credits
- Customer-assistance program information
- Regulatory and conservation notices
- Locally applicable franchise or agency fees
The exact labels should remain editable because not every California service area uses the same charge structure.
New Jersey American Water
New Jersey American Water is regulated by the New Jersey Board of Public Utilities. Depending on the service territory and whether the account receives water, wastewater or both, bills may include state-authorized items such as:
- Lead Service Line Replacement Charge
- Distribution System Improvement Charge
- Wastewater System Improvement Charge
- Resiliency and Environmental System Investment Charge
- Purchased Water Adjustment Clause
- Purchased Wastewater Treatment Clause
New Jersey American Water explains that these mechanisms recover different categories of infrastructure, purchased-water and wastewater-treatment costs. Some wastewater-related adjustments apply only in designated service areas.
A New Jersey version should therefore allow separate summaries for water service, wastewater service, infrastructure-related charges and purchased-service adjustments.
Georgia and Tennessee American Water
American Water includes Georgia in its main state selector, but the official Georgia route redirects visitors to Tennessee American Water. American Water also states that Tennessee American Water provides water service to part of northern Georgia.
For template design purposes, Georgia should not automatically be treated as a completely separate state-subsidiary layout. A northern Georgia version may use the Tennessee American Water service framework while displaying the correct Georgia service address and any locally applicable notices.
This is an important example of why multi-state coverage cannot be represented accurately by changing only the state name.

Customers who cannot access their account should use the customer-service information provided on the relevant state American Water website.
9. Why You Shouldn’t Buy a Completed Utility Bill Online
Purchasing a completed utility-bill file and presenting it as proof of identity, residence, utility service or account history is fraud. It misrepresents who issued the document and what the underlying customer records show.
