Why LADWP Is Your Only Option
LADWP is a city-owned municipal utility rather than an investor-owned electricity retailer regulated by the California Public Utilities Commission. Within LADWP’s service territory, customers receive standard water and electricity service through the municipal utility instead of selecting among competing retail providers. LADWP policy is overseen by the Los Angeles Board of Water and Power Commissioners, whose members are appointed by the mayor and confirmed by the City Council. Rate proposals are considered by the Board and then reviewed and adopted through a Los Angeles City Council ordinance.
About This Template
The Los Angeles Department of Water and Power traces its municipal water service to 1902 and its electric service to 1917. It is the largest municipal water and power utility in the United States, serving residents and businesses throughout Los Angeles. LADWP reports approximately 1.4 million electric customers and hundreds of thousands of water customers, with services reaching about four million people. This blank template reflects the general information hierarchy commonly associated with combined municipal water and electricity billing layouts without reproducing an issued customer statement.

If You Need a Real LADWP Bill
Current customers can view and download issued statements by signing in through the official LADWP Account portal. Open Bill & Notification History to access available previous statements. LADWP states that active accounts can generally view up to two years of billing history online; older archived statements may be requested directly from the utility. Customers may also contact LADWP or visit an official customer service center for account assistance.
Only LADWP can issue a valid statement connected to an active customer account and service address.
Why You Shouldn’t Buy a Completed Utility Bill Online
A purchased, pre-completed utility statement was not issued for the person attempting to submit it. Presenting it as evidence of residence, account ownership or service history is deceptive, may constitute fraud and can result in rejection, service restrictions or legal consequences. Legitimate reviews may compare the submitted information with account ownership, billing history and issuer records, so buying a completed file is neither lawful nor dependable. The correct solution is to download your statement directly from LADWP or request one through official customer support.
LADWP Bill Structure
Unlike bills in deregulated electricity markets, an LADWP statement does not normally separate a competing retail supplier’s charges from the local utility’s delivery charges. LADWP is vertically integrated and operates much of its electricity generation, transmission and distribution system, so power charges are presented under the municipal utility’s rate structure. Residential electric pricing may include tiered usage rates and a Power Access Charge, with rates approved through the city’s public rate-setting process.
Depending on the services connected to an account, a statement may contain:
- Account number, bill date, service address and payment due date.
- Previous balance, payments received and current amount due.
- Electric meter readings and kilowatt-hour consumption.
- Tiered electricity charges and applicable access charges.
- Water usage measured in hundred cubic feet.
- Water service, commodity and conservation-tier charges.
- Sewer Service Charges administered for the City of Los Angeles.
- Solid Resources or trash-service fees.
- City utility taxes, state energy surcharges and other applicable assessments.
- Consumption-history charts and customer-service information.
LADWP provides billing services for certain Los Angeles sanitation charges, which means electricity, water, sewer and refuse-related items may appear on one municipal statement. Not every customer receives every listed service. Residential and multi-residential customers are generally billed every two months, while commercial customers are generally billed monthly.

Frequently Asked Questions
Can I use this as a real LADWP bill?
No. This is an independent blank design resource, not an account statement issued by the Los Angeles Department of Water and Power. It has no connection to an active utility account, meter or service address.
Why can’t I fill it in and use it?
Entering personal information does not turn a design file into an issued utility statement. Submitting information that was not produced by the utility as official evidence is deceptive and may constitute fraud.
How do I get a real LADWP bill?
Sign in through the official LADWP Account portal and open your billing history. Customers who cannot access their online account can contact LADWP customer service or visit an official service center.
Can I choose a different electricity provider in Los Angeles?
Not for standard retail electric service at an address located within LADWP’s service territory. LADWP is a city-owned municipal utility that supplies and distributes electricity directly to its customers, rather than operating as part of a deregulated retail-choice market.
Does an LADWP bill include both water and electricity?
It can. LADWP supplies both services, but the exact sections depend on which services are active at the property. Some statements may also include sewer and solid-resources charges collected on behalf of other City of Los Angeles departments.
How often does LADWP send residential bills?
Standard residential and multi-residential accounts are generally billed on a two-month cycle. Commercial accounts are generally billed monthly.
